Programme for Poverty Reduction (PPR)

Programme for Poverty Reduction (PPR) is a joint venture of PPAF and EPS and its first phase, March 1, 2015 to June 30, 2016 has been successfully completed. . It is a funding from the government of Italy to the PPAF for implementation of the program in fourteen bordering districts of Pakistan through partner organizations. Initial three months period was for needs articulation in the project working area (Union Councils Kuz Abakhel and Hazara). First phase of the project was from July 01, 2015 till end of March 2016 in the same Union Councils which has been completed. This program was covering five main components namely Institutional Development, Livelihood Enhancement & Protection, Health & Education, Community Physical Infrastructure. PPAF awarded PPR phase II which was started from April 01, 2016 and ended on September 30, 2016. The process of finalizing implementation plans of each of the five components plans and agreement signing completed in the end of May 2016 and the field activities started from June, 2016. The same five main components were included in this phase. It is worth mentioning that the left over targets of Phase 1 extension were also incorporated in Phase II. Due to delay in release of funds maximum of the activities could not complete within stipulated time. To accomplish the remaining activities three no cost extension agreements- first October to December 2016, second January to June 2017 and third July 2017 to June 2018 were signed. Although consecutive no cost extension agreements were signed but the funds released in August 2017. Besides the ongoing project, PPAF awarded another new project (Batch- 72) to EPS with the same project area and same components but the project staff reduced from 54 to 7 members. Agreement for the Batch-72 project was signed in July 2017 and funds released in December 2017. EPS with the limited staff has successfully completed NCE agreement targets while due to funds unavailability Batch-72 project was extended to March, 2019 with no cost. Again due to delay in release of funds PPAF extended the agreement till June 2019 and approved operational cost for the same period. Below is the progress of both projects for the reporting period.
